James Madison and James Monroe signed military appointment, one page, 14.75 x 8.25,dated 1st of January 1814, appointing George Helmbold to second Lieutenant of the thirteenth regiment of infantry. George Helmbold was the publisher of the Philadelphia comic paper"The Tickler".Begun in Philadelphia in 1807 by George Helmbold and edited by "Toby Scratch'em," the Tickler was one of the earliest of the true comic papers. It kept up its flow of satire for six years, attacking local and national politicians and government. It also contained some advertising and poetry.
