HARDING, WARREN G. TLS on White House letterhead dated June 17, 1921, to
Mr. Jere Connolly, Chairman of Federal Employees. Superb content relating to separation of powers. In part, “I have your letter of June 14 in which you ask me
to construe the law to mean that every Saturday afternoon throughout the year is
a holiday in the District of Columbia. It may be as you contend that the Congress
intended such a construction, but I should not be disposed to make such a
construction, unless Congress, in the exercise of its authority, made its purpose
more clear. It would be a very simple matter for Congress to make such an
expression if that construction is the desire of its membership.” He goes on to
talk about government employees and expecting the best service they can give.
With the envelope. Also enclosed is a typed note apparently made by the
addressee expressing approval of the President’s consideration and the loyalty of
federal employees.
