Isaac Charles Parker (1838-1896) American politician and jurist. He served as a United States Representative from Missouri and was a United States District Judge of the United States District Court for the Western District of Arkansas. Parker became known as the "Hanging Judge" of the American Old West due to the large number of convicts whom he sentenced to death. In 21 years on the federal bench, Judge Parker tried 13,490 cases. In more than 8,500 of these cases, the defendant either pleaded guilty or was convicted at trial. Parker sentenced 160 people to death; 79 of them were executed. Autograph signature removed from album page, approx. 5 x 6.5 in. Also on same side by Harrison E. Havens (1837-1916) US congressman from Missouri. During the American Civil War Havens served as commander of Company H, 47th Iowa Volunteer Infantry with the rank of captain. After the war Havens moved to Illinois, and then to Springfield. SIGNED ON THE OTHER SIDE BY: Aaron Augustus Sargent (1827-1887) was an American journalist, lawyer, politician and diplomat. In 1878, Sargent historically introduced what would later become the 19th Amendment to the U.S. Constitution, giving women the right to vote. He was sometimes called the "Senator for the Southern Pacific Railroad". He was a US senator from California. John M. Coghlan (1835-1879) US congressman from California. Very good condition
