A presidential appointment document signed by James Buchanan, dated November 7, 1860, appointing Horace S. as First Lieutenant in the Revenue Service of the United States. The document has Buchanan’s full signature at the lower right, along with the signature of Secretary of the Treasury Howell Cobb. It is topped with an engraved maritime vignette of an eagle, and ships. The document measures approximately 13.5 by 16 inches.

Professionally matted in green and framed, the overall dimensions are approximately 19 by 21 inches. Issued just weeks before the election of Abraham Lincoln and the secession crisis, this document represents one of the final executive appointments of Buchanan’s administration.
